Where do you find good dresses for teens that are not homecomming or prom dresses?

My sister is 13 and tall and she needs a dress for a school dance. She asked me to find her a dress for a formal school dance but, it is not like really formal it is just that everyone has to be dressed up. Also, she isn't really comfortable with halter dresses yet and she wants a dress that is a good color for her. She has brown hair and green eyes. Please help me!

Go to JCPenney store near you, they have a nice selection for girls her age in appropriate styles.

As for color, go with blue, medium to dark, or brown is a trendy color. Go for separates and mix and match a glittery top with a solid skirt.
